Ocean Career: US Fish and Wildlife Service Fish and Wildlife Administrator

As a Fish and Wildlife Administrator your duties will include but are not limited to the following:

  • Provides leadership and direction to ensure appropriate coordination, strategic planning, budget and performance integration, and accomplishment reporting. Coordinates activities with other Branches/Division, Regions, field offices, sister bureaus, external agencies, and private partners for the benefit of the program or project to enhance information exchange and provide technical assistance. Maintains diversified Service intra/inter departmental contacts, to keep abreast of and utilize efficient techniques and methods to carry out the functional aspects of the area of responsibility.
  • Leads or participates in the development, formulation, and allocation of budgets for the assigned program(s) or project. Works closely with the Service's budget offices and the senior management during budget formulation activities for the assigned program or project areas. Serves as a subject matter expert when developing budget justifications and responding to Congressional requests for information. Through subordinate staff, assures within the assigned programs the proper use and tracking of fiscal and organizational resources. Maintains oversight and control over personnel management activities to attain organizational objectives.
  • Represents the Service as senior program manager, obtains cooperation from and maintains liaison with parties and agencies interested in decisions of the Service, such as trade associations, conservation groups, industries, civic groups, officials and scientists from other Federal government organizations, State officials, county officials, and news media representatives. Provides coordination with the States, other Federal organizations, Congressional contacts, and others. Leads program outreach efforts.
  • Performs a full range of supervisory/managerial duties and responsibilities over the assigned staff and organizational elements. Promotes and demonstrates a strong commitment to workforce diversity. Identifies program training/mandatory needs and expectations. Supervises the subordinate staff work on programmatic issues. Evaluates subordinate staff and teams on issue management.

  • Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period, will be required to serve a one-year supervisory/managerial probationary period for this position.
  • Notice of Financial Disclosure Report Requirement: This position is subject to a financial disclosure requirement, and you will be required to complete either OGE Form 278e or OGE Form 450 as applicable within 30 days of your appointment

Qualifications

In order to qualify for this position, you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement

I possess a Degree in Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. NOTE: Transcripts required.

I possess coursework equivalent to a major, or at least 30 semester hours in courses, as shown above, plus appropriate experience or additional education. NOTE: Transcripts required.

I possess four (4) years of experience that demonstrated that the applicant acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a 4-year course of study as described above. NOTE: Transcripts required AND your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.

Minimum Qualification [GS-14]

You have at least one year of full-time specialized experience comparable to the GS-13 grade level in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled.

Examples of specialized experience include:

  1. Coordinating, supervising or leading a branch, field station, or team focused on the management/conservation of natural resources
  2. Identifying and solving challenging and complex issues related to natural resource management/conservation, visitor services, outreach, or other natural resource programs
  3. Serving as a natural resource or conservation organization manager or coordinator representing a federal entity in negotiating with diverse individuals or groups
  4. Exercising direct responsibility for developing or implementing policies, plans, standards or procedures to carry out fish and/or wildlife management/conservation
  5. Managing teams focused on the planning, directing, or executing of short and long term activities in fish and/or wildlife management/conservation that affect a diverse group of stakeholders/partners.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Salary: $122,198/yr - $158,860/yr
